I can see your logic in saying the Browns have improved enough to supplant the Titans as a WC team, but having years of being sweep by the Steelers, going to Division Champ is too big a leap.
Strahan retiring this year may be enough to make the Eagles placement be ahead of the Giants. The Eagles had trouble with the Osi Strahan combo.

I'm sorry... but after an offseason full of "Browns are new AFC North champs", there will be no cancelling of any bets!
speaking of previous statements... so much for the theory that the Steelers were not better than anyone in the entire NFC East, eh?
